Some do not offer a good response. I also generally agree with your assessment, although I would not personally presume to speak for the needs of all drivers. I imagine that many drivers feel absolutely compelled to answer their ringing phone, even if they are in a very dangerous driving situation. I have two further thoughts. First, I commented elsewhere on potential problems that may be caused by drivers trying to defeat interlock devices. I think such disabling would provide strong motivation to some for behaviors of this sort. Second, I want to share my experience of being (mentally) transported far away from the driving task occassionally during very compelling radio programs.
